Yes, but only the government operated mail trucks( United States Postal Service). Only because they have special rights and allowances. thats why you dont see UPS, or FedEx with right hand drive cars.

Skylines are illegal because of they're emmisions are not up to par with american standards... but if you change the engine then its not a true skyline anymore... drivetrain is fine, most Subaru's are 4 wheel drive... Only certain states are all upity about that emmisions thing *cough* *cough* cali...

Its definately cool looking, but its flawed and not very efficient. for example, on the last picture, the blue plane's wings are overlapping the other planes. and i could really see that causing problems in the future
