Is the server for downloading these down? I'm not quite sure because it's in japanese.

Well then how do I download them? I have a .cab expander and saved the target, but it's not working. Is there somewhere else with english instructions that has these?

1)Install 7zip
2)Save file in your computot
3)Extract
4)????????
