Civilian traffic safety with military traffic around

Could we have a code to ensure the safety of civilian traffic in the area during a dogfight? I'm worried that military aircraft might collide in mid-air with civilian aircraft due to conflicting instructions or get shot down either accidentally by being caught in the crossfire or deliberately by a pilot who has gone rogue or is trying to make a point/show their strength.

^There is a code already on the civilian server - three flares means you're a civilian and/or you don't want to engage in combat. That has worked pretty good so far as most combat pilots are friendly and willing to comply with the rules. There are those few though that a. are newbies and don't know that rule yet or b. bad apples who know the rule and will still target un-armed aircraft because they take pleasure in shooting down such targets.

On the other hand, prudence would tell you to stay away if possible from a dogfight area to avoid being hit by stray bullets as pilots in a dogfight can't really control and look out for civilians.
