Do you think that the Libyan air force will attempt to counter attack? They have some decent dogfighters, like the Mirage F.1 and the Mig-23.

No the last time they tried that they got there butts handed to them.
There will be patrols flown so you never know.
Kinda depends on the rebels if they continue to resist and ask for help who knows.
Never mistake a good airplane for a good pilot in a dogfight.

True.

Could the cease-fire be to starve the opposition, they are not going to attack. This way foreign forces can not intervene.

The seize fire is a ruse to try and prevent foreign intervention at the last moment. But reports from the rebels say they are still being assaulted on the ground and the UN directive says by all means possable to avoid harm to civilians the rebels are technically civilians so extrapolate from there.

UK gov' statement on UN resolution. Includes details about MOD's plans for enforcing the no-fly zone, look like RAF is taking the lead guys, looks like the US will be the 2nd guy in this action.
The RAF has moved fuel to Malta in preparation for increased aircraft movements, Tornado's, Typhoons, E-3 AWAC's, RAF tankers are getting ready to deploy either tonight or over the weekend.
PM David Cameron wrote:The resolution specifically authorises notifying Member States to use all necessary measures to enforce a No Fly Zone and to protect civilians and civilian populated areas, including Benghazi.

The Cabinet has met this morning.

They have agreed that the UK will play its part.

Our forces will join an international operation to enforce the Resolution if Gaddafi fails to comply with its demand that he ends attacks on civilians.

The Defence Secretary and I have now instructed the Chief of the Defence Staff to work urgently with our allies to put in place the appropriate military measures to enforce the Resolution – including a No Fly Zone.

And I can tell the House that Britain will deploy Tornadoes and Typhoons as well as air-to-air refuelling and surveillance aircraft.

Preparations to deploy these aircraft have already started and in the coming hours they will move to airbases from where they can start to take the necessary action.
RAF to move fast jets to the area

A question that everyone is asking, will this work?

I think so, as it will stop gaddafi attacking the rebels through a no fly zone and ground attack.

It depends on what you think it will do?
Will it take down Daffyduck? Don't know that's up to the Libyans, but the UN resolution does allow for air strikes on Libyan ground units that are firing on civilians, tanks ect. So in other words, it allows the rebels free rain to take down the gov with force with out the worry of tanks or aircraft.

Lets jsut hope it's not all over before the US pull the finger out of their arse

It'll protect Benghazi, the source of the uprising, but I doubt this will end too well, depending on whether or not the rebels will be counted as a military force or as civilians; the act only agrees on action to stop Libyan aircraft flying and to keep civilians from being harmed.
However, not all the rebels are armed and so depending on the political motivations behind pilots and what the brass supports, we could see NATO forces aiding the rebels due to the close proximity of civilian forces advancing with them.

The French aircraft were performing reconassance, but are armed and are ready to take down Libyan aircraft.

Aka, the French have beat you in the race Vandel :P

EDIT:

Reports are, Rafale's are either ready to or are engaging targets - Sarkozy says the jets have now already taken action, but nothing more descriptive.

It is likely that we will be the first to get into the fight.

EDIT:
BBC wrote:#
1535: Mirage and Rafale fighter jets are flying over Benghazi and could strike Libyan tanks, a French official tells AP. The official says the French operation could strike Libyan tanks later on Saturday.
DOUBLE EDIT:
BBC wrote:French plane opens fire in Libya

A French plane has fired the first shots on a military vehicle in Libya, as enforcement of the UN-mandated no-fly zone begins.
TRIPLE EDIT: 110 tomahawks were launched by the US at air defence systems. British aircraft are now/about to be in action.
This is it.
