Does someone know how to create a DIY decal on blender?

Ok decaff made up a written tutorial or video dont recall Ill try sourcing it.

But the main idea is to recreate the image into faces/polygons and make a mesh (same as making a 3d model like a fuesalage or wing, but in 2d on a flat surface)

For example if you wanted a british flag you would add vertices at each joint or where a line meets and then youll start making faces so it resembles the design. To paint it you use the vertex paint tool.

My knowledge is limited. Anything I write in my posts may or may not be accurate. To be honest I think its all crap.
