Is it possible to port forward when you're connected to the internet through a phone's hotspot functionality?

I'm afraid not. 4G connections made through a phone hotspot have a firewall at the ISP level, which you cannot control.

Can confirm from trying it back in 2020: mobile hotspot port-forwarding is not doable, not even on one of those mi-fi hotspot devices that use cell data. Your best option is gonna be either renting a VPS, or using something like ZeroTier or Hamachi to make a VLAN.
