It's more then just creating a ground object like any other. You need a SRF polygon for the deck area, the catapault, the arresting area, the collisions...
Plus the few extra lines denoting performance (speed, turn rate, strength).
You also need to specify in the .ACP the bridge position and the two anchor points for the arresting wire... It's a lot of work!
If you feel ready to do it, look at the stock carrier fully and work out how it is used, then try and emulate that. Good luck!

Couldn't get it as detailed as the Stealth Aircraft Carrier because i don't have a picture of the actual model in Ace Combat 3.
Instead i just copied the details from the Blueprints i got.
