Patchouli is a web based free and open source app which allows users to convert images into 2D SRF. It is different from png2srf as it optimizes the final .srf file formed. It uses K-mean clustering and RDP algorithm to produce an optimized result. The source code is licensed under GPL v3 license.
To get the best result I recommend experimenting with all the parameters.
