Motorboat licences in AUS are about 20 hours supervised hours, minimum 17 years old... No one actually follows those rules though. My brother is 13 and he can handle a boat better than most people with a licence.
Cargoships are most likely a bluewater Master 5 certificate, the highest offered.

In the US, small boat drivers (less than 20 people, typically a whaler or some similar boat, generally not more than 20-25 feet long) need only a one day course, and they can operate most small watercraft. I got my license at 12 and have been driving motor boats for years at my yacht club as a sailing instructor. If you even want to think about driving commercially, carrying people and such, say hello to 40-100 hour courses and a crap ton of regulation.

Also, are these military or PMC do you think?
Either that or ships need to start sailing together in convoys guarded by navy ships.
