Advice upon taking control of an inactive VA?

So I just took control of an inactive VA. Should I begin publicizing it now or wait until the fleet pack is ready? And what should I do first?

Perhaps you should have done the planning before taking ownership of a VA (which you haven't identified either). Publicizing it at the same time the pack is ready would be nice i think.

Like it is said above, don't takeover any inactive VA or organisation withought prior permission from the past owner, I'd also recommend reading dans va QuickStart guide, it helps a lot, even if you want to start from scratch!

Have you got permission from Alpha? if yes then Go for it! Take a look at the Virtual Airline Quick Start Guide as the Jetski recommended. It will help with the basic steps to get your Virtual Airline out there. If you need any further help by all means don't hesitate to ask. :)

I have been talking with YSFan and this is all within my permission. YSFan will now be in charge of E-fair Virtual Airline. :)
