What version of YS Flight are you running? The ELEINT scenery only runs on version 2015 or higher.

First of all, Check your files are in correct position.
And we can't help you if you only report "I can't run" without any error message or screen shot.
How you try to fly, what error message you get, what aircraft you try to use, version of YS you using, etc
