I dont seem to have one in my certificates.

I only have my Approval stamp, Certificate of Awesometicity and Certificate of Awesomeness.

Ok I can see I am going to have to be the bad guy here.If he does not have a COPPA on record here the site admins.are responsible if some thing awkward happens and the site can be closed down.This is not some thing to be scoffed at this is where reality meets the virtual world and should be left to the Admins.to decide.
This is one of there responsabiltys.

Actually, I was thinking of a hardcopy, issuable by the Board; but,
the more I think about it, the more complex it becomes. How about
awarding 'yuser10' a Contributor status, claimable immediately upon
attaining said age and issuing a membership under that username so
it would still be available for their use at the time that comes about.
All that would be missing would be a password that they would not have
access to. Or alternatively, could membership could be awarded under
a 'Probationary' status? I know it can be complicated that's why I am asking.

Keep things simple: don't bother with the COPPA stuff and have yuser10 to join when he turns 13. Until then, Midnight Rambler - if he is willing - can act as the middleman. Anything that yuser10 that wishes to communicate to ysfhq will be posted by MR on his behalf.
